Abstract:
To measure permanent poverty, permanent expenditure is needed to identify the individuals who escape poverty and those who can fall into it over time. In the absence of panel data, we use pseudo-panel data to construct an indicator of permanent expenditure. In our case, the pseudo-panel is formed by following cohorts of individuals born in a 5-year interval over time in successive cross-sectional surveys. We show that the weight of the specific effect in the variance of the error term is about 44%. Moreover, we find that current poverty and permanent poverty based on the head count measure are weakly correlated. Classification JEL : C23, D91, I32.
