L’hybridation des systèmes institutionnels nationaux dans l’interdépendance. Les échanges gaziers UE-Russie

Abstract: The interdependencies between the EU and its external natural gas suppliers, foremost among them Russia, raise questions regarding the confrontation of the contradictory preferences of the actors involved. We must also consider the transformative impact of the interdependence, linked to hybridization processes between asymmetrical actors. The conflict of preferences between the EU and Russia is the result of the former?s strategy of exporting its system of competition regulation to the Russian gas sector. While this has proven to be a failure, the importance of the European market has however led to an adaptation of the Russian governance model for the gas trade. But it also implies a transformation of the European model. The competitive norm acts as a lever for the hybridization of regulations in the Russian gas sector and EU energy policy.
