Abstract: In recent decades, the technological defense landscape has largely opened up due to the development of technological duality and the privatization and internationalization of defense companies. Thus, civil?defense technological exchanges constitute an opportunity to accelerate technological innovation in both fields. However, it remains difficult to identify which technological systems can benefit from the synergies between the civil and defense worlds. This paper proposes a method for measuring the dual potential of technology systems worldwide in order to compare these potentials and identify technological opportunities. JEL classification: O32.
