Pas de top-down sans bottom-up: comment construire une politique publique d’entrepreneuriat innovant pensée pour et par les entrepreneurs ?

Abstract:
Numerous “top-down” public policies have been launched to stimulate economic agents into developing entrepreneurial and innovative activities. These policies rely on the commitment of the entrepreneurs in a complementary “bottom-up” approach. However, existing research do not provide a clear understanding of this necessary bridge that would make the entrepreneurs engage in initiatives for which they are neither the decision-makers nor the initiators. This research analyzes the success of a “top-down” public policy that has managed to be run for and by the entrepreneurs: la French Tech.
