Comment améliorer les performances économiques de l'Europe ?

Abstract: This article presents a critical assessment of the reforms proposed by the Sapir Report to accelerate growth in the European Union. Four topics are addressed. Is the current EU macroeconomic management implemented by the Community authorities, the ECB, the Commission and the Council, satisfactory or should economic policy coordination be strengthened, with output growth being given a priority. Can output growth acceleration result only from markets liberalization and technological innovations as set out in the ?Lisbon Agenda?? How should EU governance be reformed towards a more centralized management under the responsibility of independent specialized authorities, towards a more democratic model or is the EU ungovernable? Is it possible and desirable to change radically the European budget by reallocating the funds currently dedicated to the common agricultural and regional policies to innovation, R&D and higher education?
