Abstract: This article aims to assess the relevance of the concept of « territory » in transition economies based on the case study of the Saint-Petersburg software cluster. The impact of the Soviet heritage on the emergence of territorial dynamics and has been focused on territorial governance. The tight cooperation of private territorial actors with or without a participation of intermediate institutions is obvious and there is no noticeable adverse influence of the Soviet past. A possible explanation could be the absence of a distinct software sector before the collapse of USSR and the recent emergence of a new type of entrepreneurs and territorial dynamics.
