Politiques d'incitations et attractivité territoriale des entreprises: le cas de la filière nautique en Bretagne

Abstract:
Through the exploratory analysis, this research note examines how companies in the nautical industry in Brittany perceive and evaluate the incentives proposed by public authorities to dynamize their territory. To this end it uses qualitative interviews with a coding and analysis phase. It formulates some hypothesis and through the use of a questionnaire, a quantitative study was made of a larger sample of companies in the nautical industry. The results show that companies generally vote for cluster strategies, and indirect incentives but seem to be rather hostile to direct economic aid. It also appears that the multiplication of decision-making levels in the implementation of public policies is seen as a hindrance to efficiency. All companies do not however perceive the policies in the same way. A typology of business is proposed. There are collaborators, sceptics, and opportunists companies. This result shows the complexity of the evaluation of public policies for entrepreneurship, because each group will use the incentives for the promotion of the territories in a differentiated way.
