Abstract:
In this article, political capital is defined as a particular form of social capital providing political leverage. The nature and density of reticular relations linking public and private actors in subsystems of interest intermediation reveals such capability. The graph analysis of links within a policy network, set up to define and implement the development strategy of a French region, highlights the structural characteristics of the network. Thus, it identifies the profiles of some bridgehead actors who pursue proactive strategies aiming to influence public policies through networking and coalition building in various issue-areas.
