La transition écologique des territoires urbano-portuaires. Les enseignements de la démarche de reconnexion énergétique engagée entre la ville et le port de Strasbourg

Abstract: The transition to alternative sources of energy gives a new impetus to the Port/City interaction. But where the industrial ecology led by the port authority is concerned with managing material flows between production plants under economic constraint, ecological transition in urban space is guided by social and political housing issues. In this context, to what extend are both approaches compatible? The case study of Strasbourg (France) pinpoints several interesting results. The first part of the paper defines the central concept of industrial ecology by complementary dimensions in a larger extend that the industrial symbiosis approach generally does. The second part presents a comprehensive mapping of the major stakeholders. The third part describes the contractual relations between port and city stakeholders and gives some actual achievements (part four). If their original combination may lead to new institutional layout, the technological uncertainty hinders a simple City/Port conciliation (part five).
