Stratégie territoriale: les impacts et les limites d’un cadre participatif « incitatif-coercitif »

Abstract: The Voynet Act encourages local authorities to coordinate and cooperate in joint territorial strategic projects involving civil society (local strategic territorial planning). This article is based on a comparative longitudinal (eight years) analysis of ten joint local strategic projects defined and implemented within the same region. Our analysis shows that changes in local authorities? strategy towards common inter-sectorial policies had only been possible in 60% of the territories after eight years under certain conditions. Such changes result from an ?incentive-coercion? participatory frame adopted by the regional authorities to implement the principles of the Voynet Act. Under certain conditions, over the eight years we observed a chain reaction of progressive transformations and systems effects between local and regional levels that could be described a ?territorial tectonic? effects, to take up Lacour?s famous metaphor (1993, 1996) in a different context.
