Abstract:
Although its powerful constraints, the EU framework program for research and development is the object of lobbying actions conducted by authorities and operators ? member states, regions, research bodies, universities associations, worried of optimizing their participation. This contribution proposes a typology of the various forms of lobbying and underlines a trend to secondary arrangements and to incrementalism. It leans on the ACF theoretical frame to analyze the organizational and reticular implications which ensue from it.
