Abstract:
This paper reinterprets the design of regulation in the public service industries as a ?design strategy? that combines different types of tools. It shows that analysis of the institutionalization of the reforms is a not separable from tools analysis. Secondly, a control tools line creates a tension between the need for stability and change. Finally, the article highlights the concept of the institution of ?second order? comprised of tools that gradually led to the design of a new regulatory wedged between a personal basis and logic of economic efficiency logic.
