Abstract:
The management of complex installations exposing our societies to major risks makes nuclear energy a challenging field. The objective of this paper is to better understand the inter-organisational governance principles and practices that contribute to the safety of a complex system through the example of the regulation of the nuclear power industry. In particular, we show how and why a ternary framework favours a reflexive dialogue that is a way of adopting complex thinking while trying to escape dangerous reductionisms and simplifications.
