Abstract: This research focuses on the strategies used by meta-organizations to influence public decisions in a regulated sector. Through 18 semi-structured interviews with leaders of the French private higher education sector and experts in lobbying and analysis of digital communication sector stakeholders (7759 analysed tweets), the article highlights the role meta-organizations in political strategies and studies their modalities of action. It also provides a refinement of Hillman et Hitt?s (1999) corporate political strategy decision tree.
