Les marchés de permis négociables de SO2 et CO2: des premiers pas délicats

Abstract: The most important allowances markets ? for SO 2 in the United States and for CO 2 in Europe ? have experienced delicate beginnings, with prices far below previous anticipations and very volatile. This paper attempts to explain this volatility ? due to over conformity to the pollution targets on one side and to over-allocation of permits on the other side ? and to show that such markets require, no less than a tax system, important adjustments from the public authorities.
