Autour de la propriété ? La « communalisation » des ressources en eau grenobloises aux prises avec la rationalisation administrative territoriale

Abstract: This article aims at improving our understanding of how the hydro-social development trajectories of unique territories are historically formed and how they are consolidated over time. Informed by recent works on common resources, we show that the ?commoning? of water that has been carried out historically by territorial unions in Grenoble has been weakened, with its legitimacy even challenged somewhat, by the affirmation of a logic of public action infused with administrative rationality. Careful analysis of the ?commoning games? being deployed currently in this area reveals, however, new strategies of resistance to the increased domination of formal rules and rights.
