Abstract:
This paper presents a retrospective analysis of the health care system, in particular the evolution of payment schemes. The profession was built on certain age-old principles enshrined in the Medical Charter of 1927. Paradoxically, these principles?which came about as the result of the war waged by doctors against social insurance in the 1930s?favored the development of socialized medicine. Today, socialization is gradually receding and government is trying to phase in new payment schemes which run counter to the Charter?s principles (notably therapeutic freedom). Practitioners would thus be prepared to give up some of these principles to maintain their income levels.
