Abstract:
We have the tendency to oppose the equitable regulation of work relations and the efficiency of markets, especially securities markets, which would need as less regulation as possible. On the contrary, global markets can?t be built only on the competition principle and need a strong and ex ante regulation. More, regulation principles are common : balance between security and mobility, construction of confidence, intermediation, circulation of effective information. This principles community permits an indispensable interregulation, because enterprises permeate markets. An interregulation principle could be ethic, the interregulator must be a trusted person, through the judge figure, now expressed by WTO.
