Souveraineté européenne dans le numérique: une visée d’autonomie dans un monde de dépendances

Abstract:
The contribution describes how the recent policies of the European Union in the digital sector demonstrate a desire for European autonomy or sovereignty, while remaining constrained by the extensive globalization of supply chains and the existence of powerful players outside the Union. The article illustrates this tension by reviewing the policies and the economic and legal developments in the fields of integrated circuits, cybersecurity and data regulation. It shows that while economic globalization remains inexorable, the new geopolitical and security imperatives associated with digital technology are putting the brakes on it, whether in the EU or the U.S.
