Une administration 4.0 ? Les enjeux du développement d’une stratégie digitale pour le Service public de Wallonie

Abstract: Since the beginning of the 2000s, public administrations have been engaged in a movement towards the simplification of their procedures and processes and the development of more user-oriented services. This article proposes an analysis of the issues related to the development of this mode of digital management of public administrations in the context of Wallonia. It is based on the study ?The Digitization of the Walloon Public Administration. State of Play and Perspectives? conducted by IWEPS in 2018. This study aimed to carry out an exploratory analysis of the issues related to the digitization of the public service of Wallonia and to propose a cognitive framework to support the development of a strategic vision on the matter. The article first proposes a diagnosis of the situation, which clarifies the meaning of the process of public administration digitization in the specific context of the public service of Wallonia. It then goes on to clarify the diversity of cognitive frameworks involved in the development of a strategic vision for the digitization of the Walloon administration. Finally, it identifies the main issues related to the development of these frameworks to support the establishment of an administration 4.0 within the public service of Wallonia.
