Décentralisation et développement local: un lien à repenser

Abstract: The present dossier is an invitation to reconsider the link, which is often described as mechanical, between decentralisation and local development. The analyses issuing from the urbanised public spheres of South Africa, Brazil, Mexico, India and Senegal, bring to light the gap between institutional organisms of decentralisation and the levels of training or of consolidation of localised economic dynamics. Hence, the infra-national political and administrative scales are not necessarily the most viable. To make sense of current changes, it is worthwhile reflecting upon regulatory mechanisms both at intra-local and inter-local levels.
