Revue Tiers-Monde, 2010, vol. n° 203, issue 3, 23-39

Abstract: In Brazil, the public water services management methods structured set up in the 1970s has have remained relatively unchallengeableunchanged. However, two recent laws have been changeding this scenario : the law of 2007 concerning water services management, and the law of 2005, which regulates the cooperation among different actors from public sector players. As a result, there are new competitive relations between public sector actors players who ensure the provision of water and sanitation services and the emergence of new private sector playersactors in this sector. This article examines the current management model for water and sanitation services and presents the outcomes of the two laws. It also discusses the new relationship between public and private sector playersactors and the new possibilities for their action.
