Défis et conflits de la remunicipalisation de l'eau. L'exemple de la concession de la Paz-El Alto, Bolivia

Abstract: In January 2007, the government of Evo Morales has transformed the consortium Aguas del Illimani, in charge of the concession of La Paz/El Alto (Bolivia) established in 1997, into a public and social enterprisecompany, with thewhose aim ofis to reducinge inequalities affecting unequipped zonesareas. The objective of this article is to study the transition to service remunicipalisation of this service, and the changeruptures and continuityies that can be observed in the organization of the water supply network. The ?urban governance? of the new entreprise company has to face, on the one hand, the a process of metropolisation that shares may lead to conflicts between municipalities, and on the other hand, the antagonistconflicting juridical legal logics between the municipal service and the surrounding rural communities, that are crossed by the network to get water down to the citydownstream urban areas.
