Abstract: We examine here, between 2011 and 2009, the specificity and dynamics of national systems of governance (NSG) of Mediterranean Arab countries (MA), when compared to countries of Central and Eastern Europe (CEE). By countries? NSG, we mean the combination of features of the system of governance of their firms and of their state. We emphasize the role of the EU in the process of acceleration (CEE) or delay (MA) in institutional change in these countries towards NSGs that are more respectful of the law. We attribute this delay to MA elites that are tempted by the introduction of a ?limited access social order?. Do recent events in MA mark a popular political and economic transition in favor of an ?open access social order? ?
