Fonder sa légitimité par le plaidoyer ?. Synergie paysanne et la lutte contre les accaparements fonciers au Bénin

Philippe Lavigne Delville and Camille Saïah

Revue Tiers-Monde, 2015, vol. N° 224, issue 4, 103-122

Abstract: Between 2010 and 2103, Synergie paysanne (Synpa), a young Beninese farmers' union, actively mobilised against the land code which was being developed in Benin and which the union considered as a tool for agribusiness and land monopolies. This article describes the history of this mobilisation and the action strategies which took Synergie paysanne all the way to the political arena where the bill was being debated. This mobilisation was centered on a technical plea, coupled with media and denunciation strategies. It ended in a political failure, even though it allowed Synpa to earn institutional recognition, at the cost of thorough technical investment and weakened collective dynamics, thus underlining the limits of pleas as a means of action for unions.
