Les mécanismes de paix régionaux dans les Grands Lacs: des outils incapables de promouvoir la démocratie ?

Abstract: The International Conference on the Great Lakes Region and the Office of the Special Envoy of the United Nations for the Great Lakes Region were commissioned to establish peace in the Great Lakes region. Ten years later, regional integration and youth employment have been favored over the promotion of democracy, an issue which was integral to the ICGLR?s mandate and has been merely relegated to the stabilization of the Democratic Republic of Congo. Such an economic re-orientation of the policies for the stabilization of the Great Lakes region is not fortuitous. It seems to be rooted in a confrontation between the SADC and the EAC, in the preservation of elites, and in the stigmatization of the youth as the main source of regional violence.
