Abstract:
A French agency attempts to benchmark emergency services according to their mean waiting time. This paper explains first why this indicator has been chosen. It describes further how this indicator is appropriated or rejected by various physicians or other emergency staff. It shows also how the choice of this indicator entails an underestimation of medical and social factors responsible for problems in contemporary French hospitals.
