‪Quand l’externalisation de l’accompagnement des demandeurs d’emploi mène à une standardisation de l’action publique‪. Le cas des opérateurs privés de l’emploi en Belgique francophone

Abstract: ?This paper analyses the stakes of activation policies in the French-speaking part of Belgium. It focuses on subcontracted private operators and on a particular activation measure ? job seekers? support which aims at improving job seekers? socio-professional reinsertion. More specifically, it analyses how control devices are implemented via new technologies both to make private providers fulfill their task and evaluate them. It thus examines power and influence relations at stake between Belgian public employment services and private providers. It shows that the technologies used to coordinate and monitor private providers? activity lead to various forms of institutional pressure intervening at different phases of their job-search assistance task, and to a standardization of public action. Quantitative standardized indicators thus become genuine power tools designed to assess both the performance of private operators and the effectiveness of their action. Private providers are consequently confronted with a new model of governance that they must endorse and/or circumvent.?
