The Cost of Replacing Today’s Naval Aviation Fleet

Congressional Budget Office

No 55949, Reports from Congressional Budget Office

Abstract: The aviation fleet of the Navy and Marine Corps, which make up the Department of the Navy, consists of about 4,000 aircraft. CBO projects that purchasing new aircraft to maintain the fleet’s current size would cost about $380 billion (in 2018 dollars) from 2020 to 2050. Fighter/attack aircraft would account for about half of that total. In CBO’s estimation, the annual costs of replacing those aircraft from 2020 to 2050 would average about $12 billion. Costs would be the lowest in 2032, $7 billion, but would rise to as high as $17 billion by 2038.
