Abstract: The budget represents a document which states the annually approved incomes, revenues and expenses, expenditures or, only the expenses depending on the self-financing form of the economical enterprise. The consolidated budget of the state is elaborated starting from the budget which encompasses all the economical transactions which take place in the national economy; however it only includes the resources and the expenses of the public structures.
