Abstract: "The man holy presence is seen in place" says an old saying and this would be the simplest and the most efficient definition of assessment of an manager considered "good" by those responsible for his orders, by colleagues, as well as those who benefit from the results of this work. We are in the framework of this work to make the leap into problematic manager's role in the decision-making process in public institutions without claiming to deplete this subject quite comprehensive given public sector but special features and patterns services provided in this sector. We used for this purpose by the literature retrieved up to this moment.
