Abstract: Modern means of electronic communication and online services are the main factors of change for present economies and societies. They contribute to economic growth, employment, increase of productivity, to the reduction of public expenditure and in general to the welfare of the population. In this context, the paper aims to outline the characteristics, the effects and the principles of digital economy as well as the degree of development of digital economy and services at EU level.
