Abstract: The phenomenon of human mobility is an explanatory factor, a consequence, and a result of economic development that affects the workforce but also local communities, social protection system, national culture and policies on employment, international relations, leading inevitably to greater ethnocultural diversity in the states that favor this process. The phenomenon of the mobility of people has the role to influence the quality of the human capital of the area of origin and destination respectively. At the same time, this phenomenon leads to the reallocation of human capital of high competence, of excellence in favor of those areas offering the most advantageous conditions (economic, technological, educational-formative). Starting from the presentation of the phenomenon of labor migration in the European Union and of the factors influencing the mobility decision, the classification of the countries in the European Union is based on the number of emigrants, the number of immigrants and the total population in the European Union area using the rank method based on the relative distance. The data from Eurostat between 2013 and 2014 will be used for the hierarchy of the EU-28 countries according to the mobility phenomenon.
