Abstract: The public procurement system contains all the rules to be respected in relation to the use of funds coming from the state budget / local budgets in which requests for procurement of products, services or works of different contracting authorities meet the offers proposed by the various economic operators. Management functions: planning, organizing, coordinating, commanding, controlling have been addressed, defined and analysed in various research literature studies. However, to date no scientific studies have been identified that analyse management functions in public procurement processes in Romania or other countries. In an objective approach, the article generally describes the features of management functions in public administration, and in particular within public procurement processes in Romania.
