Abstract: The placing of the portfolios on the capital market is an interesting operation, but also complicated. The investor wants to ensure that the placement of his assets on the capital market at a certain time must result in a return, if possible, as high as possible. In this sense, the problem of analyzing and tracking the moments in which this placement is made is particularly important. The investor’s decisions are important, not only for them, but also for how they can influence and determine certain market developments. Internationally, the capital markets are somewhat interdependent as there are no total restrictions on placing asset portfolios on any capital market. In this article, we aimed to highlight the way in which it is necessary to achieve an efficient management in the dynamics of placing portfolios on the capital market. From this point of view, we used a methodology through which we first set out the opinions of some great specialists domestically and internationally, in connection with this problem of dynamic portfolio management. We used data series, logical interpretations, specific indicators to extract a certain essence in terms of dynamic portfolio management. The dynamic portfolio is a permanent concern of mutual fund managers, to materialize the strategy of obtaining short-term satisfactory earnings, on the one hand, and to achieve a strategy that produces high long-term returns.
