Abstract: This article discusses the functioning of the welfare state in the unity of its civil and legal component. The view that the practice and theory of the welfare state are formed over many centuries of socialization processes of the state and society etatization is expressed. Theoretical propositions are justified with empirical research data. One demonstrates the methodology and results of empirical modeling of civil society and socio-political stability.
