Abstract: The article includes a brief presentation of the main key factors that effect the European Union environmental policy. Those factors are examined the background of contradictory influences of the globalization phenomenon upon environment. It emphayes the increasing role of economic instruments in pollution, and the imperative of creating functional markets for environmental gods and services. It elso reveals the most predictable economic evolution of candidate countries, from an environmental perspective, and the elementary conditions for the successfull implementation of environmental policies.
