Abstract: The aim of this paper is to amphasize the role of fundamental values al all levels (national, organizational and professional),in the process of modeling the employees behavior and influencing their response to coping with different difficulties and in rising the organization's competitiveness. Also, it present the specific cultural values of an organization which must be taken into acccount in the process of improving human resources management, with direct effects upon competitiveness. The importance of the cultural level of people that will endure the consequences of new managerial solutions is most significant especially when important changes are occuring, such as Romania's transition to market economy.
