Abstract: The paper was elaborated within the contract no. 53/2007 as an integrated part of the Sector Plan for R&D in industry 2007-2008. The study is structured on five chapters that envisage: a stage analysis at national level regarding the application of the measures of energetic efficiency; the identification of the barriers at national level that might impede the application of these measures; the establishment of the modalities for implementing the white certificates as a measure to promote energy conservation; the analysis of internal barriers against the development of energetic services (ESCO; the analysis of the way in which the state / government / local authorities are effectively involved in taking the measures for an efficient use of energy in the public sector.
