Abstract: The present paper first describes the European Union’s structural policy framework for the 2000-2006 period, setting out the objectives and instruments and highlighting the funding granted by the European Council in 1999. In this context, the second part of the paper aims to describe the operating range and financial framework of one of the Structural funds, the European Social Fund, and its deployment in Spain.
