Les 30 ans de la Loi du 1% au Québec

Abstract: The Act to Promote Workforce Skills Development and Recognition, also known as the 1% Act or the Skills Act, has been in existence for over 30 years. The Act, passed in 1995, currently requires employers with a total payroll exceeding $2 million to allocate at least one per cent of those funds to training. Its goal, broadly, is to improve the skills and qualifications of the workforce. In this study, the authors analyze training policies in Quebec and other Canadian provinces using recent Statistics Canada data on employment-related training. They examine the Act from a theoretical perspective and discuss what effects the Act has had on Quebec, and what it might mean for the provincial economy in the future. The authors make clear that the 1% Act has had a substantial and positive effect on the likelihood of employers offering more training. They conclude that while the Act has had an influence on the amount of training reported by employers, it remains difficult to truly assess its effectiveness due to a lack of proper data. La Loi favorisant le développement et la reconnaissance des compétences de la main-d’œuvre a franchi le cap des 30 ans. La loi adoptée en 1995 impose présentement aux employeurs dont la masse salariale dépasse deux millions de dollars de consacrer au moins 1 % de cette masse salariale à la formation selon des modalités spécifiées par la Loi. Son objectif est d’améliorer les compétences et qualifications de la main-d’œuvre. Dans cette étude, les auteurs analysent les politiques de formation au Québec et dans les autres provinces canadiennes à partir de données récentes de Statistique Canada sur la formation liée à l’emploi. Ils examinent aussi la Loi d’un point de vue théorique, dans le contexte spécifiquement québécois, puis discutent des effets connus et possibles de la Loi. Selon les auteurs, il est clair que la Loi du 1 % a eu un effet positif substantiel sur la probabilité d’offrir de la formation en entreprise. Même si la Loi agit sur les niveaux de formation rapportés par les entreprises, ils concluent qu’il est difficile de se prononcer sur son efficacité.
