La tarification municipale au Québec: Bilan et perspectives

Abstract: This report explores how Quebec municipalities finance their services with user charges and fees to identify if these sources can help in the diversification of municipal revenues. The research focuses more specifically on water charges, garbage, parking (meters and permits), three recreational activities and two urban planning services. The analysis uses survey data supplemented by administrative information: it covers 404 local entities (municipalities and boroughs). The results are compared with the pricing principles identified in the economic literature. Quantitative analyses contribute to the identification of some factors influencing the use of pricing. A look at what is done elsewhere helps flag potential path for the diversification of municipal revenue. Ce rapport de recherche explore les pratiques des municipalités du Québec en matière de tarification afin d’identifier des avenues de diversification des recettes locales. Il s’intéresse plus spécifiquement à la tarification de l’eau, des ordures, des stationnements (parcomètres et vignettes), de trois activités récréatives, ainsi que de deux services d’urbanisme. L’analyse utilise des données de sondage complétées par des données administratives ; elle porte sur 404 entités locales québécoises (municipalités et arrondissements). Les résultats sont confrontés aux principes de tarification identifiés dans la littérature économique. Des analyses quantitatives permettent d’identifier quelques facteurs agissants sur le choix de tarifer ou non. Finalement un regard sur ce qui se fait ailleurs permet d’observer des pistes possibles de diversification des revenus municipaux.
