Abstract: Generally speaking, and considering the national macroeconomic pattern of the requirement for evolution of the economic market as source of the general economic and social development – pattern which must functionally rely on the cooperation between the macroeconomic and microeconomic environments, and looking at the economic market like at a puzzle full of an ordered, yet heterogeneous multitude of market actors, the issue of the state aids must be understood within the context of the implementation of strategies of development, at the macroeconomic level, as an investment which the macroeconomic administrator makes in view of the subsequent acquisition of added value; as we mentioned, the main purpose of the investment is the creation of added value, which is nothing else but one of the main fundaments of the monetary creation – aspect which is indissolubly related to the idea of evolution, more precisely, to the idea of economic development.
