La apertura económica: dogmas en crisis

Abstract: La apertura económica ha entrado en crisis y con ella los dogmas que la han acompanado.En el artículo se argumenta que la aplicación de las políticas económicassuele ser muy inconsistente. Y ello es cierto tanto para la sustitución de importaciones,como para la apertura. De la constatación de tales incoherencias se derivan dosconclusiones. Primera, una categoría como modelo" es muy problemática porquehace referencia a un programa consistente y acabado. Y, segunda, el afán de construirmodelos ha llevado a la falsa creencia de que la economía puede manipular larealidad, así como el científico natural podría hacerlo en el laboratorio bajo ciertascondiciones. En lugar de buscar "modelos" alternativos, el artículo invita a pensaren soluciones menos atadas a la lógica casuística que suele acompanar los programasde ajuste disenados por la banca internacional, y repetidos por nuestros ministrosde hacienda.ABSTRACT:The economic opening is in crisis, and so are its dogmas. The author argues that theimplementation of the economic policies in Colombia lacks coherence both regardingimports and economy opening. Two conclusions can be drawn from that lack ofcoherence: the first conclusion is that such policies, can not be named "model"since they are not consistent. The second conclusion is that those "models" can notmanipulate reality, in the way a scientist manipulates substances in a laboratory.Instead of looking for "models" the article invites the economic community to lookfor solutions less tied to the policies designed by the international banking that havebeen implemented blindly by our Treasure Ministers."
