Abstract: El Plan Nacional de Desarrollo presenta buenas iniciativas, pero mantieneun diagnóstico general del problema similar al de los anteriores. Anuncianuevos acuerdos de comercio externo, pero no hace explícitas las políticasde negociación que aplicará, ni presta suficiente atención a los cambiosnecesarios para que el mercado interno resista la nueva competencia externa.El problema central es la necesidad de un cambio en la estructura deproducción para incorporar nueva tecnología, pero con innovaciones institucionalesque extiendan las oportunidades de ingreso a los segmentos depoblación tradicionalmente excluidos de los beneficios de la modernización.Se indican posibles soluciones a esta deficiencia.___________ABSTRACT:The National Development Plan includes many good initiatives, but the generalvision of the problems to be solved is, essentially, the same that inspiredthe previous Plans. It announces new commerce treaties, but says nothingabout the criteria that will be applied in their negotiations, nor gives sufficientattention to the internal changes required to resist this new externalcompetence. The principal problem now is the need of profound changesin the current structure of production in order to attain the required technology,but subject to institutional innovations designed to include the poorestsegments of the population in the potential benefits of modernizationand economic development. Some possible solutions are discussed.
