Los costos sociales de la política de seguridad democrática

Abstract: El diagnóstico de la estrategia "Seguridad Democrática" del Plan, ignora y desconoce las causas sociales, económicas y políticas que dieron origen al levantamiento armado y a la organización político-militar de la insurgencia, pues plantea que la causa fundamental de los problemas sociales y de violencia del país se deben a la existencia del narcotráfico y a las posibilidades de financiación que de allí se derivan para la insurgencia y el paramilitarismo. En estos términos la solución no puede ser otra que la imposición de un radicalismo militar extremo que de antemano desprecia toda forma de negociación política. Esta manera de abordar los problemas de la sociedad colombiana se discuten en el presente artículo, mostrando su naturaleza social, política y económica; por lo cual las soluciones deben estar enmarcadas en este mismo contexto y no se deben reducir a una propuesta exclusivamente militar. La reflexión finaliza con un breve balance sobre lo que ha significado la "Seguridad Democrática", mostrando que la estrategia para liquidar toda forma de manifestación de violencia e insurgencia armada son las reformas estructurales en la sociedad y el Estado. ABSTACT: The diagnosis of the strategy "democratic security" ignores the social, economic and political causes that began the armed rising and the politician and military organization of the insurgence. This outlines that the fundamental cause of the social problems and violence are due to the drug traffic existence and the financing possibilities derived for the insurgence and Para militarism. In these terms the solution is the imposition of a extreme military radicalism that rejects of political negotiation. This way to approach the Colombian Society problems is discussed in this article showing its social, political and economical nature. For that reason the solutions should be framed in the same context and these should not decrease to a military proposal. The reflection concludes with a brief balance about democratic security showing that the structural reformations are the strategy to liquidate all violence manifestation and armed insurgence in the society and the state.
