Abstract:
'Point four of the Peace Agreement between Colombian Government and the FARC-EP, which addresses problem of illicit crops, has not had a homogeneous degree of implementation throughout the national territory. This study analyzes the proposals made before and after the signing of the Agreement to solve this situation in the department of Cauca. There are three main aspects. First, there is an apparent failure in the anti-drug policies implemented in the department prior to the peace accords, especially associated with the inefficiency of aerial spray of glyphosate. Secondly, there is a low degree of implementation of the provisions of point 4 in the territory. Third, there is a series of systematic human rights violations against social leaders in Cauca, especially those that support the voluntary substitution of illegal crops.
