Evaluation of the Bogotá S.XXI Mission in Terms of Coverage of Domiciliary Public Services (1990-2017)

Abstract: This essay aims to assess the compliance or not of the coverage objectives in domestic public services (SPD) proposed by the Bogota S.XXI Mission, 28 years after its creation, specifically in the electric power services, aqueduct, sewerage, and toilet and natural gas. The work is structured in four sections, 1) socioeconomic context of Bogotá at the end of the 20th century; 2) proposals made by the Mission regarding coverage of the SPD and the initial condition of Bogotá in this regard; 3) sectorial evaluation of the scope of the Mission in terms of coverage and 4) Conclusion. As a result, the fulfilment of the objectives will depend to a large extent on the methodology used to measure the coverage, although in the two analyzed methodologies all SPD for 2017 surpass rates of 70%, there is one, based on the demand projections of the service, which shows coverage close to 100% and another, based on projections of the total number of households, showing rates between 71% and 78% for 2017.
