Implicaciones de la implementación de la Ley 100 en el Sistema de Salud colombiano analizado desde el enfoque neoinstitucional: 20 años de avances y problemáticas coyunturales

Abstract: This essay intends to identify the implications brought about by the implementation of Law 100 of 1993 framed by an analysis in the neoinstitutional approach. To that end, is addressed the institutionalization of the Social Security System in Health (SGSSS), the coverage of contributory regime and subsidized regime, competition between the Health Promoters Entities (EPS) and the Health Provider Institutions (IPS). It also reviews, the decisions made by the agents responsible for the resource management, and the way in which through economic interests of particular agents are evident repercussions on the effectiveness of health system. This document highlights, furthermore, the important role of the State as the axis between the financial logic and the logic in the effective delivery of health services.
