Lack of financing in states univesities in Colombia and its effect on the professor salaries of teaching career

Abstract:
In this paper we show that the lack of financing in state universities in Colombia is directly associated with: (i) the relative and progressive decrease of the nation's contributions to the operating and investment budgets, whose accumulated effect implied that those contributions were reduced with respect to the total government expenditures by 44,4%, during the period 1993-2015; (ii) the relative and progressive devaluation of the salary point that defines the professor salaries at state universities, which led to the salary point being depreciated with respect to the minimum wage by 32,2% during the period 1995-2017, resulting in a relative decrease in the same percentage of professor salaries of teaching career in state universities during the same period. We found that the average monthly wage and the average starting salary of these professors, measured in minimum wage units, remained approximately constant during the period 2003-2013, which was especially grateful for the contribution of salary points allocated for postgraduate training and academic production. We also found that the salary points allocated by academic production were not the cause of the underfunding of the state universities.
